Background
Anura is a Piltovan herpetologist who often travels with her pet frog Froop. She accompanied Captain Rowain and his party on an expedition to the Shuriman Jungle under the belief that she would be studying the native wildlife, but after finding out that they actually wanted to poach the animals for money, she freed Neeko whom was being held captive.

Background
Billingsworth is a sergeant in the Piltover Wardens. After Jinx's violent theft of a Hextech gemstone, Councilor Jayce Talis instituted a lockdown at the Bridge of Progress in order to protect Piltover from future Zaunite attacks. This angered many Zaunites who assembled at the bridge to protest the blockade. Sergeant Billingsworth was tasked to lead the crowd control of the riotous mob. Although Sergeant Billingsworth conveyed that he and his men understood their frustrations, his requests for the mob to stand down were ignored and some from the mob began to throw molotov cocktails at the Piltover police.

Background
A fast-talking, deal-making merchant, Zalies' Bizarre runs the Bazaar, a shop packed with trinkets, curios, and adventuring gear—everything an explorer might need (except refunds). With an eye for profit and a flair for theatrics, Zalies never lets a sale slip away.

Background

Background
Cornelius is a Piltovan poacher that assisted Captain Rowain in his expedition to the Shuriman Jungle, intending for Rowain to pay him a monetary reward. He used his blimp-pack to capture several of Nidalee's pakaa, but they were rescued by Anura.

Background
Grayson was the humble Sheriff of the Enforcers in Piltover. Her dedication to protecting and being of service to the innocent people of her city made her an inspiration to a young Caitlyn Kiramman. After a gang of Undercity kids botched a bulgary that led to an explosion of a Kiramman workshop, Grayson and her partner Marcus were tasked by the Piltover Council to apprehend the perpetrators and make an example out of them. Grayson had a deal with the Undercity's leader, Vander, to not make trouble for each other's respective cities and now she needed him to give up the criminals to preserve the peace for their respective factions. Vander couldn't allow that as the perpetrators were his kids. Nevertheless, Grayson kept the lines of communication between them open in case Vander wanted to deal with the situation discreetly. In the meanwhile, Grayson tried to temper the Piltover Council's aggressive sanctions on the Undercity and prevent her hothead partner, Marcus, from exacerbating tensions between Piltover and Zaun. Vander eventually gives himself up to be the scapegoat for the botched bulgary, but before Grayson can transport Vander to Piltover, Silco has Grayson and her accompanying Enforcers killed in order to kidnap Vander. Marcus succeeds Grayson as sheriff but his unintentional involvement in Grayson's death entraps him, and is used by Silco to coerce him to work for him.

Background
Harold is an elderly officer in Piltover. He would be tasked to patrol the Piltover Academy hallways for any would be intruders. One evening while patrolling the hallways of the Academy, Harold was stopped by the Councilor Mel Medarda just outside of Heimerdinger's laboratory. Mel turned him around to walk with him in the opposite direction and engaged him in conversation, not knowing that she had just prevented him from catching Jayce and Viktor from breaking into Heimerdinger's lab.

Torman Hoskel was a Piltovan councilor known for his pragmatic and sometimes dismissive demeanor. He often clashed with fellow council members like Salo but shared a mutual interest in luxury and trade. Throughout his tenure, Hoskel frequently prioritized Piltover's economic interests, opposing decisions that threatened his shipping ventures. He initially supported Jayce's expulsion from the Academy but later voted for his elevation to the Council, recognizing the potential of Hextech for Piltover's prosperity. Hoskel often voiced concerns over the undercity's unchecked activities and advocated for strict measures. Despite his fiery opposition to Zaun's independence, he ultimately conceded during a Council vote. Moments later, he perished in the Council Chamber bombing orchestrated by Jinx, a tragic end reflective of Piltover's escalating conflicts.

Background
Loris was a Piltovan Enforcer who was known for his questionable drinking habits and his light-hearted yet noble personality. He joined a strike team of Enforcers founded by Caitlyn after the memorial attack to hunt down Jinx and was given a Hextech shield by Jayce as his primary weapon, causing people to dub him as the "Shield of Piltover." When Caitlyn abandoned Vi in Zaun after a failed attempt to kill Jinx, Loris decided to stick with Vi as her companion during her days as a pit fighter; however, he eventually abandoned her too after she succumbed to alcoholism and pushed him away too. After Caitlyn later betrayed Ambessa, Loris was one of the many Enforcers who participated in the fight against her Noxian army and spent most of the battle firing at her soldiers with a Hextech-powered cannon. Unfortunately, he was ultimately killed while defending his teammates from a massive crossbow attack.

Background
Stanwick Pididly was professor at Piltover Academy and a personal friend of Cecil B. Heimerdinger, who honored him with a statue after his death. In his conversation with Jayce, Heimerdinger claimed that while Stanwick was terrible inventor, he was a revered teacher who cared about the success of his students, and that he made a noble sacrifice prioritizing the city's future over his own personal ambitions.

Captain Rowain is a poacher tycoon from Piltover that led a party of poachers into an expedition to the Shuriman Jungle to capture the native animals for profit. His men were able to capture Neeko and several of Nidalee's pakaa, but Anura freed them. During the night, Rowain's camp was ambushed by Nidalee, her pakaa, and Neeko; freeing the captured animals and driving Rowain and his surviving men out of the jungle.

Steb is a Vastaya hybrid Enforcer known for his sense of loyalty and teamwork. He joined a strike team of Enforcers founded by Caitlyn after the memorial attack to hunt down Jinx and served as the team's medic. After Caitlyn later betrayed Ambessa, Steb was one of the many Enforcers who participated in the fight against her Noxian army. Out of the five members of Caitlyn's original strike team aside from herself and Vi, he was the only one to ultimately survive the battle.

Background
Ximena Talis is the mother of Jayce Talis and is presumably a widow, since Jayce's father is only seen in photographs. Ximena appeared to have recognized that Jayce was a dreamer with a brilliant mind, and so she helped Jayce nurture his sense of discovery and wonder by taking Jayce on excursions to see the world beyond Piltover. During a fateful hike in the mountains, Ximena and Jayce were caught in a blizzard and Ximena suffered from frostbite in two of her fingers—but they were saved by a wandering mage. Jayce watched as the mage drew power from a hex crystal in order to teleport both Jayce and Ximena to a warmer area, thus saving both their lives. Ever since then, Jayce was obsessed with harnessing magic in a science he calls Hextech. His Hextech studies were unsanctioned by the Piltover Academy and when a botched bulgary of his workshop unveiled the volatile nature of his experiments, Jayce was put on trial for illegal experimentation and endangering Piltover. When Jayce defended his life's work as revolutionary and seemed unremorseful for violating the ethos of Piltover, Ximena publicly denigrated Jayce's ambitions and pleaded with the Piltover Council to not banish her son. Her pleas moved a majority of the Council and Jayce was instead expelled from the Piltover Academy and remanded to the care of his mother. Jayce was disappointed that even his mother didn't have faith in his work but Ximena conveyed that she didn't want Jayce to ruin his life over a dream and urged him to give it up. Nevertheless, Jayce proved all his critics wrong and was able to prove Hextech as a viable practice. From then on, Jayce used Hextech to revolutionize Piltover and Ximena beamed with pride as Jayce was not only able to achieve his dream, but was also accumulating prestige, fame, and influence in the process. As the potential for the misuse of hextech begins to increase, Jayce is pressured into creating hextech weapons to defend Piltover. Although Ximena doesn't know all the details, she can sense that her son is troubled by the weight of his responsibilities and tries to comfort him.

Background
The Warden of Stillwater Hold was a member of the Piltover Enforcers who was responsible for handling the city's most dangerous criminals. He was Vi's jailer for seven years and would have frequent "chats" with her whenever she was disobedient, which continued until she was released by Caitlyn. During the martial law period, the Warden would allow Ambessa Medarda onto the premises so she could torture and beat the Stillwater's prisoners during their interrogations. He was killed during Warwick's rampage through Stillwater.
