Leaving this here since for some reason I can't comment, but I wanted to provide actual proof for the claim that Mandate uses the triggering ally's magic penetration instead of the holder's. I linked to a video where I investigated it and provide proof of the different scenarios, but granted I'm new here so I didn't know how to do it the "right" way and it was almost immediately removed. I didn't do it for any self promotion, I just thought to come here today after BLG ON built Sorc boots on Nami today and it is so incredibly grief (since her E also doesn't use her magic pen). I think that my video should be used in some shape or form as a reference, even if it's just as a footnote, because at present the page now just states it does and doesn't offer any proof.
